Todd Seuss, 19, of Silver Bay, was charged with four misdemeanor counts of computer theft after he was accused of using under 10 hours, or $50 worth, of computer time at the University of Minnesota-Twin Cities without permission. For the first time this winter, cross-country skiers will be required to wear a license on certain state-funded trails, including Duluth city ski trails. The state’s ski clubs worked with the Minnesota DNR to come up with the system.
