Duluth Commissioner Leonidas Merritt introduced a resolution to the City Council providing for the completion of a new City Hall “without delay.” The resolution passed after Merritt told the council: “If this fails today, I’ll bring it up tomorrow, day after tomorrow, and every day until it comes through.”
