New Duluth dental clinic proposed on West Arrowhead Road

DULUTH — More development is expected on West Arrowhead Road, as the Duluth Planning Commission approved a proposal Tuesday to construct a new 4,200-square-foot dental clinic.

Plans call for the clinic to be located next to a new Bell Bank branch office that opened at 3501 W. Arrowhead Road earlier this year on the upper side of the road, a short distance from Kwik Trip. The developer, Titanium Partners, considers this Phase II of a project to bring commercial development to the site, which is zoned mixed use—commercial.

Although the name of the proposed clinic was not disclosed in a planning staff report, one of the architectural drawings of the structure showed it with a sign that read “Northland Periodontal Associates & Implant Surgery.”

City Planner Jason Mozol said the developer intends to provide 24 parking spaces on the clinic property — one fewer than the allowable maximum for a facility of such a scale. Plans also include parking for bicycles.

A landscape plan shows 32% of the lot covered by tree canopy. A lighting plan calls for downcast lamps of modest brightness.

Access to the site is currently provided by a driveway that passes through a wetland basin. The developer has sought permission to use this access during construction but has agreed to remove that driveway upon completion. The drive must be returned to its natural grade and planted with a wetland seed mix.

Future access to the clinic will be provided through a shared entrance with the neighboring Bell Bank.

Plans also call for the developer to return native vegetation to an undeveloped exposed area of dirt to the west of the clinic to minimize future erosion risks.
